== Early life and education == Francisco "Kiko" Tiu Laurel Jr. was born to Francisco Sr. and Bella Tiu Laurel. As a teenager, Laurel was involved in the Frabelle Fishing Company, and became a full-time employee at 20, where he started in the Engineering department before moving into sales and leadership. He did not finish a college degree, saying that he had dropped out at the age of 19 to find a job that would support his first child.

== Manufacturing == The vaccine candidate can be made in a lyophilized powder form, allowed it to be shipped and stored between 2 and 8 °C (36 and 46 °F). In August 2021, Arcturus Therapeutics entered a partnership with Vinbiocare, a unit of Vingroup to conduct clinical trials of ARCT-154 COVID-19 vaccine, developed created using Arcturus’ STARR mRNA technology, in Vietnam and establish a manufacturing facility a factory in Hòa Lạc Hi-tech Park, Hanoi, which requires an estimated investment of $200 million and has the capacity to make 200 million doses per year. It is expected that Vingroup will produce its first batches of the vaccine in early 2022. Arcturus will provide to Vinbiocare access to "proprietary technologies and processes for the manufacture" of its vaccines, as well as an exclusive license to manufacture them solely for sales and use in Vietnam. This includes all of Arcturus’ other Covid-19 vaccines such as ARCT-021 and other vaccines in the future for disease prevention in Vietnam. Vinbiocare will pay $40m upfront, be responsible for technology transfer costs, and "pay for mRNA drug substance supplied by Arcturus and royalties on vaccines produced at the facility".
The uprising had been coordinated in advance across the three regions of Xikang (Ningshu, Yashu, and Kham). In Kham and Yashu, Liu's forces successfully staged uprisings, but the case of Ningshu was a different one. Liu's chief of staff, Wu Peiying, had attempted to sway He Guoguang, the leader of the KMT's Xichang garrison. He professed to join the plot. However, during the uprising itself, He remained loyal to the KMT, launching an attack on Wu's forces on 13 December and forcing them out of Ningshu. Chiang Kai-shek proceeded to strip Liu of his Xikang governorship, granting the role to He instead. By February 1950, the PLA entered Xichang, but He and Hu Zongnan had escaped to Taiwan. During the Chengdu Uprising, loyalist general Hu Zongnan occupied the city, but Liu's 24th Army had entered position along the Sichuan-Xikang highway to cut off a potential Nationalist retreat into Xikang. When Sichuan governor Wang Lingji attempted to do just that, his forces were defeated and he was captured on 25 December. By the 27th, Chengdu had been captured by the PLA; it was the last major city on the Chinese mainland to fall under Communist control. Communist historiography has praised Liu's actions as having contributed to the "peaceful liberation" of the Sichuan and Xikang regions.
Mohs surgery is not suitable for all skin cancers. Mohs micrographic surgery is the most reliable form of margin control; utilising a unique frozen section histology processing technique – allowing for the complete examination of 100% of the surgical margin.
